I have fixed the Problem. For our test we used a wrong GDPicture_NET_11_TLB.pas. After generating the correct Typelibrary Import file with delphi, GDPicture Works.

It is not so easy to provide a standalone application to you, because our program is a client server application, where you have to install a big SQL Server. I have deinstalled the GDPicture first than installed the newer version. After rebooting me PC I have the same failure.
