if you look towards the end he shows how to use ITextSharp, Aspose (and later in comments zetpdf and EvoPdf).

Is there a comparable function in GdPicture that would work as a PDF Generation library from the XML stream?

Unfortunately, we do not have such a feature available now. I can offer you the conversion from our supported formats:
https://www.gdpicture.com/solutions/supported-formats/
The toolkit is able to convert these formats to PDF. So if you can somehow convert your source to these formats, we can move further here. The conversion from HTML to PDF is currently not on our roadmap, but we will consider some development toward this direction in the future.
