Cannot create object in Visual Foxpro 9

I installed version 9. I ran the _Register for COM.bat batch file. But when attempting to create an object
loTestObject = CREATEOBJECT("GdPicture9.GdPicturePDF")
I get the message below.
OLE error code 0x80070002: The system cannot find the file specified.
I've tried to separately register the PDF dll using the same syntax in the batch file substituting the PDF dll but to no avail.
Any help would be much appreciated.
